    Dear CERBA Members and Partners,

    According to the information kindly provided by CERBA Corporate Member – Intermark Relocation, please be informed that the law, which amends rules of medical check up for foreign nationals obtaining work and residence permits in Russia, HQS work permits included, takes effect on October 31, 2021.

    Which law introduces the changes?

    Federal law No. 357-FZ dated 2 July 2021

    What are the key changes?

    1. In case of approval of a work permit application, HQS work permit included, visa-required foreign nationals must submit medical documents confirming results of their medical check-up in Russia to the responsible migration authority.

    The deadline for submitting these documents is 30 calendar days from the date of entry in Russia Failure to submit the documents within the deadline is legal basis for work permit cancellation.

    NB! The medical check-up includes tests for narcomania, HIV and several infectious diseases, which are hazardous for population, included in the list approved by Order the Ministry of Health of Russia N. 384н dated 29.06.2015.

    2. Requirement to provide medical documents is also prescribed for the purpose of obtaining temporary residence permits (TRP), permanent residence permits (PRP) and upon submitting applications for work patents.

    3. The chief executive authority of each Russian region must approve the list of clinics authorized to conduct medical check-ups for the purpose of obtaining work permits, patents, TRP and PRP.

    NB! In the territory of the city of Moscow the relevant list is approved by the Decree of the Government of Moscow No. 1517-ПП dated 28.09.2021 (takes force on 31.10.2021). This list includes only one medical institution – State Budgetary Institution of healthcare of the city of Moscow "Moscow Scientific and Practical Center of Dermatovenerology and Cosmetology of the Department of Healthcare of the City of Moscow".

    Intermark comments

    The law does not provide for exceptions for HQS employees, which means that visa required HQS employees must also pass medical check-ups and submit relevant documents in order to avoid cancellation of their work permits.

    In our estimation, this requirement does not apply to work permit corrections and renewals, yet we recommend checking necessity of providing medical documents in such cases with specific migration office.

    Holders of valid medical documents procured in accordance with the above-mentioned requirements will not need to pass another medical check-up after 29 December 2021 (in accordance with the law 274-FZ dated 01.07.2021 which introduces regular medical check-ups for all foreign employees), until the medical documents expire.

    We will be monitoring closely the practice of implementation of the new rules in relation to HQS employees after the law takes effect.

    Who is affected?

    Foreign nationals who enter to Russia for collection of work permits after 31.10.2021 as well as those obtaining work patents, TRPs and PRPs.

    Dear CERBA Members and Partners,

    According to the information kindly provided by CERBA Corporate Member – Intermark Relocation, please be informed that in accordance with the Government decree no 2770-r dated 02.10.2021 (link in Russian) restrictions on entry into Russia and issuing of migration permits have been lifted for citizens of Denmark, Peru, New Zealand, South Africa and Djibouti, as well as for persons permanently residing in these countries.

    As it has been reported earlier, the regular flights with these countries are resumed effective October 5.

    In addition, the "green list" has been supplemented with Andorra (has no airports of its own), Kuwait, and Colombia (renewal of regular flights not yet announced).

    This is to remind you that entry into the Russian Federation will be allowed for citizens and permanent residents of the above countries in case of entering via flight from any country that is included in the green list.

     RUSSIA

    Russia continues to expand the list of "approved countries" whose citizens and permanent residents can cross the borders. Recently flights have been resumed with France, the Czech Republic and Albania. In Moscow the majority of restrictions have been lifted.

    Air and land borders are open for foreign citizens. The quarantine regime has been extended until the end of 2021. Almost all restrictive measures have been cancelled.

    Azerbaijan’s land borders are closed for entry. Air borders are open. The quarantine regime is in effect till September 1st. In September some quarantine measures will be tightened.

     BELARUS

    Air borders are open for foreign citizens: recently certain requirements regarding self-isolation and vaccinated foreign nationals have been changed. Entry of foreign nationals and stateless persons via land borders is still prohibited with some exceptions. No particular coronavirus-related restrictions are implemented by the government In Belarus.

    Ukrainian borders are open for crossing. However, over the past days the government has imposed a new entry procedure for foreign citizens. The adaptive quarantine regime is in force till the end of August. All Ukrainian regions are divided in several zones according to COVID-19 spread and prevalence rate: green, yellow, orange and red.

    According to the information kindly provided by CERBA Corporate Member – Intermark Relocation, please be informed that in accordance with the Government no 2156-r dated August 4, 2021 (link in Russian) restrictions on entry into Russia and issuing of migration permits have been lifted for citizens of Moldova, Dominicana and Bahrain, as well as for persons permanently residing in these countries. As it was earlier announced the regular flights with these countries were resumed from August 9.

    This is to remind you that entry into the Russian Federation will be allowed for citizens and permanent residents of the above countries in case of entering via direct flight from any country that is included in the green list.

    Dear CERBA Members and Partners,

    According to the information kindly provided by CERBA Corporate Member – Intermark Relocation, please be informed of the amendments to the rules of testing for COVID-19 for foreign nationals arriving in Russia from EAEU member countries as well as from several CIS countries and Turkmenistan introduced by the Decree of the Government of Russia No. 1998-р dated 20.07.2021.

    What are the changes?

    Foreign nationals who are exempt from entry restrictions in accordance with the governmental decree No. 635-р dated 16.03.2020 and who arrive in Russia from countries participating in the “Travel without COVID-19” program via air checkpoints specified in the approved list* must present a negative PCR test result in the form of a QR-code displayed in the “Travel without COVID-19” mobile app.

    The test must be conducted within 3 calendar days before entry in Russia in one of certified labs listed in the mobile app.

    This rule applies to foreign nationals regardless of their citizenship and comes into force as follows:

    • for persons arriving from EAEU member states (Belarus, Kazakhstan, Kyrgyzstan, Armenia) starting from 25 July 2021
    • for persons arriving in Russia from Azerbaijan, Moldova, Tajikistan, Uzbekistan, Turkmenia starting from 1 September 2021

    This requirement is not mandatory for persons who transit through these countries on their way to Russia or make a short stop there. Such persons may present a negative PCR test result as usual (as a paper document) provided that they do their test in a 3rd country within 3 calendar days before entry into Russia and also present tickets or boarding passes confirming their full itinerary to Russia.

    * The list of checkpoints includes the following Russian airports:

    Dear CERBA Members and Partners,

    According to the information kindly provided by CERBA Corporate Member – Intermark Relocation, please be informed that the governmental Operational staff for the prevention of importing and spreading of the new coronavirus infection has decided to resume regular air traffic with Bahrain, Dominican Republic and Republic of Moldova.

    The flights will resume effective 9 August 2021.

    Which document introduces the changes?

    The decision of the Operational staff for the prevention of importing and spreading of the new coronavirus infection (available in Russian at the following link http://government.ru/news/42871)

    Who is affected?

    Russian and foreign citizens who travel from Russia to the listed countries or vice versa.

    Intermark comment

    Please note that in order to remove the restrictions on the entry of foreign citizens into Russia from the aforementioned countries, the resumption of regular flights is not enough. These countries must also be included in the list provided for in Appendix 2 to the decree of the Government of the Russian Federation No. 635-r dated March 16, 2020. Until these countries are included in the decree, restrictions on entry and issuance of migration permits apply to their citizens and permanent residents in full accordance with clause 2 of the decree.

    MAKS 2021, biennial Moscow event, has appeared to be the first major air show of the pandemic era. The venue held from the 20th to the 25th of July gave Russia’s aerospace industry an opportunity to display its domestically-developed wares.

    Amid yet another COVID-19 wave, CERBA for the 6th time in a row brought together under one roof Canadian aerospace companies to take part in the tradeshow locally and remotely.

    "Canadian business is committed to the aerospace sector in Russia in the areas of avionics, aircraft assembly, sales of business jets and space technology and other relevant fields. The fact that we continue to field a significant delegation at MAKS is testament to this commitment. Canada and Russia are natural partners in aerospace and CERBA will continue to promote cooperation to the greatest extent possible" says Nathan Hunt, CERBA Moscow Chairman.

    De Havilland Aircraft of Canada and MDS Aero Support Corporation were the proud Canadian pioneers that exhibit at the XV INTERNATIONAL AVIATION AND SPACE SALON MAKS, others participated remotely and were yet listed in the catalogue.

    With three decades of history, MDS Aero Support Corporation is a long-standing Tier 1 supplier of turnkey test solutions for gas turbine engines and engine components in numerous projects that are run in Russia. Konstantin Ilchenko, Regional Director of Eastern Europe and Eurasia indicated at the exhibition that "MDA Aero Support is a regular exhibitor at MAKS. We especially enjoy face-to-face meetings, with our participation we show our devotion to the market and also boost lead opportunities".

    De Havilland Canada showcased its Dash 8-400 and shared its aircraft fleet and service solutions. The most productive turboprop on the market, the Dash 8-400, made a good traction at the show. Known as the "network builder" due to its short take-off and landing capabilities and efficient regional operations, the Dash 8-400 comes equipped with more seats, more legroom, more cargo and offers more flights per day. "It is for the first time DHC promotes Dash 8-400 at MAKS and yet as you see it is crowded at our booth!" stated Anastasija Visnakova, Director of Sales EMEAR.

    "As a bilateral entity, CERBA has a responsibility to steer discussions that can benefit Canada Eurasia society and to use our voice and the voices of our members to spark conversations and inspire our network to take action. As such, within the MAKS 2021 tradeshow, together with CERBA Moscow Chapter we held multiple in-person and remote conversations with Russian and Kazakh entities," says Marina Belskikh, Regional director of CERBA in Ottawa and Montreal.

    8. Russia’s changing civil aviation regulations and their efficiency: progress on certification of new planes, import tax relief for the purchasing of western-built aircraft; introduction of electronic check-in and e-freight procedures, wet-leasing of an aircraft, etc.

    9. The export potential of Russian aircraft and components producers

    10. Leveraging of the financing of the aviation industry in Russia and Eurasian countries

    11. Canadian best practices in improvement of transport infrastructure, unmanned vehicle regulation, growth of research capabilities, reducing the cost of servicing the flight hour, government measures to support the development of the industry, etc.

    12. Personnel training programs in collaboration with Canadian educational entities

    13. Joint research projects in the aerospace industry

    CERBA projects to build on mentioned above join projects already within the upcoming Russia-Canada Business Council in November 2021. The Ministry of Transportation of Russia, Federal Air Transport Agency, Interstate Aviation Committee, Rosaviatsiya, Research institutions and other regional entities and businesses of Russia will be among contributors to the joint developments.

    Dear CERBA Members and Partners,

    The Moscow Health Department has opened vaccination sites for foreign citizens.

    Vaccination against COVID-19 in Moscow is available only to foreigners who work or live here and can provide one of the following documents:

    • patent / work permit in Moscow;
    • residence permit;
    • temporary residence permit in Moscow;
    • confirmation of the diplomatic status.

    Both individuals and legal entities (employers) can apply for vaccination.

    For individuals and legal entities:

    • The main vaccination center for foreign citizens is located in "Luzhniki" (see map).

    For legal entities:

    • There is also a vaccination point in "Sadovod" shopping center.
    • When forming a group of 50 or more employees, it is possible to organize vaccination on site in Gostiny Dvor.
    • Vaccination has been temporarily suspended at the Migration Center in the village of Sakharovo.

    For individuals:

    Individuals can also get vaccinated in 25 polyclinics of Moscow.

    Vaccination with Sputnik Light. This is a lightweight version of the Russian Sputnik V vaccine, which does not require the injection of the second dose of the vaccine.

    The cost of vaccination per person — 1 300 RUB.

    For the moment, this is the only possible way for foreign citizens to get vaccinated. This service is not yet available in paid clinics.

    Canada is reopening the border to fully vaccinated tourists this summer. 

    Summary of new policies:

    • Fully vaccinated U.S. tourists can enter Canada starting August 9
    • Hotel quarantine policy ending August 9
    • Fully vaccinated children of Canadians, and other exempt travellers to have amended quarantine starting August 9
    • Fully vaccinated tourists from all countries can enter September 7
    • India flight ban extended to August 21
    • More airports accepting international flights

    Provided the COVID situation is under control, Canada will start accepting U.S. citizens and permanent residents coming from the U.S. as soon as August 9. That same day, Canada will also be getting rid of the hotel quarantine for all travellers. The border will reopen to fully vaccinated travellers from all countries on September 7.

    In order to be considered “fully vaccinated,” travellers must have the recommended dosage of a vaccine approved for use in Canada. The final injection must have been received at least 14 days prior to entry. It does not matter which country travellers got their vaccines from. Currently, Canada accepts the following vaccine manufacturers: Astra Zeneca, Pfizer, Moderna, and Janssen (Johnson & Johnson). All results must be presented in French or English, otherwise border officials will need to see a certified translation.

    Before coming to Canada, all documents need to be submitted to the ArriveCan app or website. All travellers still need a 14-day quarantine plan.

    The new measures do not start to come into effect until August 9 at 12:01 a.m. Eastern Time.

    Government officials also confirmed Canada will be extending its ban on direct flights to India.
